LSA and FFA Are Related in Procurement, but Not the Same Regulatory Category

Vessel procurement lists often combine life-saving and fire-fighting equipment because both are safety-critical and may be serviced during the same call. Technically, however, the regulatory frameworks are distinct. SOLAS Chapter III deals with life-saving appliances and arrangements, while fire protection, detection and extinction are addressed under SOLAS Chapter II-2 and the Fire Safety Systems Code.

This distinction matters when a buyer reviews certificates or service scope. An approval relevant to a fire-extinguishing service does not automatically establish authority for every LSA activity, and the reverse is also true.

Common Reasons LSA Quotations or Attendance Get Delayed

  • The requisition says only “LSA service” without an equipment list.
  • Maker and serial information is missing for equipment that needs manufacturer-specific handling.
  • The vessel schedule arrives after workshop logistics have already been planned.

Life Jackets and EEBDs: Avoid Generic Replacement Requests

Life jackets may be inflatable or inherently buoyant and can have different lights, whistles, inflators, cylinders and approval arrangements. An “equivalent” product needs more than a similar appearance. Send the existing type and approval information when replacing equipment already listed in the vessel’s safety arrangement.

EEBDs are escape devices rather than substitutes for SCBA. For an EEBD enquiry, include the make/model, quantity, service or expiry status, photographs and the vessel requirement. If the existing unit is obsolete or no longer supportable, the replacement must still satisfy the vessel’s approved specification.

A Practical Short-Port-Call Example

Consider a vessel arriving at JNPT with several immersion suits, EEBDs and life jackets due, plus a liferaft that needs workshop servicing. The onboard items may be reviewed during attendance, but the raft requires controlled shore facilities and transport. If the vessel sends the complete list only after berthing, the workshop window may already be too short.

Sending the list and certificates before arrival allows the service team to separate onboard work from workshop work, identify maker-specific requirements and tell the superintendent what can realistically be completed before ETD.

How to Compare Two LSA Quotations for the Same Vessel

Two suppliers can quote the same broad requisition and still propose different technical deliverables. Procurement should compare make/model, approval basis, included accessories, service scope, documentation, lead time, logistics and any condition-dependent items. If one quote says only “LSA service” and another identifies the exact equipment and work, they are not yet like-for-like.

For replacement equipment, ask whether the proposed item matches the vessel’s approved arrangement and whether any mounting, compatibility, crew-use or documentation issue needs to be considered. For servicing, distinguish routine inspection from repair, replacement, maker-authorised work or workshop activity that is only known after opening the equipment.

What a Useful LSA Completion Record Should Contain

The exact paperwork depends on the equipment and service, but the close-out should make the job traceable.
